The "flakes" on the Oakland City Council knew full well that scheduling the proposed new Rent Initiative to the May 24 CED Committee -- which would not get to the Council before May 31 (or June 8), effectively "kills" any possibility that the council would advance the measure to the Nov ballot, thereby to bypass the humongous cost and energy of signature collection.
Since the Council is on vacation the full month of August, in order to have sufficient time for counting and verifying, signature collection measures and Council authorization for the ballot must be completed by May 31 -- the very last day.
